*** What all the flap about?
Last week I posed this question: Tom and I were cleaning the gutters on the Harwich house when Tom mentioned that he noticed that airliners extend their flaps more on landing than take off. I don’t think I had ever quite noticed this, so I thought we could ask the DEFCON 1 network. What the flap about flaps?

Flaps are necessary on take-off to add lift to a heavy aircraft.
Flaps are more essential to add lift as a plane is landing, since it is trying to lose altitude AND speed, without losing too much of either before impacting the ground. FLAPS on landing also serve as air-brakes, to prevent running off the end of the runway (a bad, bad thing.)

Here's what all the flap is about. Extending flaps from the trailing edge of the wing (there are leading edge flaps and slats, too, but let's make this simple) creates additional lift by changing the shape of the wing and the flow of air around it. It also creates additional drag, which can slow the plane. So, on takeoff, aircraft use a small amount of flaps to add lift and shorten takeoff distance, but on landing use more, not only for the greater lift, but because on landing the additional drag (slowing) is a welcome side effect. On takeoff, we're trying to accelerate so we only use the minimum flap setting and tend to “clean up” as quickly after takeoff as
is safe.

Qualifications
Bachelor degree in operations research or related discipline with current and relevant experience in designing and interpreting test evaluation criteria. A minimum of five years experience related to operational test analysis, to include weapons simulation, is desired; determination of critical factors and scientific approaches to testing is required. Extensive experience in analyzing statistical data, achieving data reduction in a timely manner, and preparing test reports; full understanding of test event design, planning, development, and verification of test matrices and measures of effectiveness (MOE); experience in planning, training, implementing, and documenting military software systems; ability to develop databases using Microsoft Excel and Access programs. Candidate must have excellent written and oral communication skills.
Security Clearance: Secret, with the ability to obtain and maintain a Top Secret security clearance.

The primary requirement of operations research work is competence in applying methods of scientific inquiry and analysis rather than in the subject matter of the problem. At least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or economics, finance, industrial management, or subject-matter courses requiring substantial competence in college-level mathematics, calculus, or statistics is desired.

Responsibilities
Will be responsible for preparing data collection methods and test analysis requirement, inculcating data collection requirements into event design, and monitoring event execution for accurate and usable data collection. With a short response time, mine the data collected, reduce data into its essential elements, and present data – with assessment and recommendation – to facilitate the decision making process. Share in the development of models and simulations required for solving unique and difficult tests. Guide and train assigned data collectors and data users on proper methodology for maximum effectiveness. Research technical documents and prepare comprehensive reports on information obtained. Lead a team and/or work part of a team in support of testing and training events/exercises to ensure mission success; report potential problem areas and possible solutions; develop alternative approaches and conduct feasibility studies.

– Analysis and troubleshooting of all shipboard systems and components.
– Review of shipyard documentation and functional analyses of entire ship systems.
– System drawing development, machinery sizing, equipment selection, system troubleshooting.
– System design report development and writing of system descriptions, analyses and operating instructions
– Performance of ship-checks and equipment surveys.
– Incorporation of U.S. Navy design practices and regulatory body requirements (USCG/ABS) into system design during design development efforts at all phases of design.
– Provide input to Electric Load Analysis, Machinery Arrangements, Major Equipment Lists, Control and Monitoring descriptions.
Requirements:
Minimum of a BS with 7 years of ship design experience in propulsion, electrical/controls, piping/fluids and/or or HVAC disciplines.

21.) Sr. Marine Engineer, Alion Science and Technology, Iselin, NJ
Designs and oversees testing, installation, and repair of complex marine apparatus and equipment. Determines conditions under which tests are to be conducted, as well as sequences and phases of test operations.
Requirements:
Bachelor's degree in related engineering field, masters preferred or equivalent in training and experience, eight years of related and progressive experience in Marine Engineering. Commercial experience is preferred as well as familiarity with regulatory body requirements and SOLAS. Knowledge of the practical application of engineering science and technology. This includes applying principles, techniques, procedures, and equipment to the design and production of marine craft. Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources. Knowledge of government or other contracting environment relating to technical, scientific and analytic services. Excellent communication and interpersonal skills. In rare circumstances, education and/or experience requirements may be decreased or waived if the individual has an extraordinary educational background or uniquely applicable experience or highly specialized knowledge. A security clearance of an appropriate level may be required after employment.
