I.M. Systems Group (www.imsg.com), a contractor to the National Oceanic and Atmospheric Administration in Silver Spring, MD, seeks an individual to serve as a full time Communications and Outreach Specialist to coordinate and promote the Marine Debris Program’s activities. This individual will work with the National Oceanic and Atmospheric Administration’s (NOAA) Office of Response and Restoration’s (ORR – http://response.restoration.noaa.gov/) Marine Debris Division (MDD – http://marinedebris.noaa.gov/). The position will be located at the ORR headquarters in Silver Spring, Maryland.
The candidate will serve as a Communications and Outreach Specialist for marine debris-related matters, supporting activities under the NOAA Marine Debris Division. This position will coordinate and implement a proactive communications strategy that builds awareness of the Marine Debris Program’s core capabilities and projects. Duties will also focus on program coordination and development through media relations, outreach materials, graphic design and layout, developing web based content, and providing updates to social media. Domestic travel may be required.
Job Duties:
- Develop and disseminate print and online outreach materials such as brochures, fact sheets, infographics, reports, project summaries and news stories.
- Provide project management and evaluation of outreach and communication efforts including education products, interpretative displays, and outreach grants.
- Draft presentations and speeches for the Marine Debris Division leadership and prepare briefing packets and press releases as needed.
- Assist with maintenance and content development support for the division website, blog E-newsletter, and social media tools following federal government policies.
- Respond to and coordinate media inquiries and events as needed.
- Build and maintain relationships and effective communications within NOAA and with other government agencies, private groups and not-for-profit organizations to leverage information and identify opportunities for collaboration.
- Provide clear and concise responses to information requested from NOAA, the Administration, Congress and external partners.
- Fulfill communications-related requests from the Marine Debris Division leadership in a timely manner.
- Present information about the Marine Debris Division at conferences and meetings, and outreach events as needed.
- Work with field staff to identify and support local communications needs.
- Synthesize information and copy edit materials.
Qualifications:
Master’s degree or Bachelor’s degree with several years’ experience in a communications/outreach capacity.
- Excellent written and oral communications skills.
- Familiarity with a variety of communication strategies and methods such as developing written materials/briefings, press releases, website development, brochure development, layouts, etc.
- Experience with graphic design and social media techniques
- Experience translating scientific information for public consumption and copy editing documents.
- Ability to work collaboratively with a wide range of individuals and within teams.
- Ability to work on multiple projects, be responsive to deadlines, and shift priorities as needed.
- Ability to work independently and problem solve.

Position Summary:
Reporting to the VP of Membership and Program Development, the Director of Digital Communications and Design develops and implements internet, social media and digital communications strategies to expand visibility and increase member and community engagement across all digital platforms. As a member of a service-oriented marketing department, this communications professional also will support production and design of operational and campaign collateral. - Developing, updating and managing design and content for the YMCA’s website and its microsites.
- Managing content delivery and quality control for online calendars and smartphone apps.
- Curating and crafting content for social media channels, e-mail blasts and e-newsletters.
- Serving as lead troubleshooter for digital systems and liaise with digital communications vendors.
- Providing as-needed trainings on digital communication tools and software.
- Creating and managing web-based program and member surveys.
- Providing campaign strategies based on web analytics and social media success metrics.
- Managing Google AdWords campaigns and SEO.
- Using software programs to produce print marketing, video and promotional collateral.
- Manages projects and leads teams for various task forces and other initiatives, as necessary.
Education/Experience Requirements:
Bachelor’s degree in communications, advertising, journalism, graphic design or equivalent. Minimum of three years of experience in creating and managing digital content and related systems for web sites, email campaigns and social media platforms. Thorough understanding of related technologies that drive digital campaigns and maximize user experiences, including Adobe Creative Suite design tools, Drupal and other content management systems and analytics tools required. Ability to manage multiple projects in a fast-paced, deadline-driven environment while maintaining a focus on customer service and satisfaction is a must. Leadership skills and ability to lead teams required. Detail-oriented with excellent organizational, interpersonal and communication skills required. Digital still and motion image capture and editing skills are highly desirable. This is a full-time, 40 hour per week position with a schedule that includes periodically attending community and branch events on weekdays, weekends and evenings.

Robbers boarded an anchored bulk carrier unnoticed and escaped with ship’s properties. The theft was discovered by the duty crew while performing routine rounds. Two mooring ropes were reported stolen. Port control informed.
101-16 03.07.2016: Night hours: Berth No: 4B, Haldia port, India.
Robbers boarded a berthed bulk carrier, entered into the engine room, stole engine spares and escaped unnoticed. The theft was noticed on 6th July 2016 after the vessel sailed out. Upon investigation it was reported that all stores were accounted for on 2 July and it was suspected the theft may have occurred on 3rd July before the vessel sailed out. Local agents informed.
100-16 07.07.2016: 0650 UTC: Posn: 03:16N – 005:09E, Around 89nm SW of Brass, Nigeria.
Armed pirates approached and fired upon a tanker underway. As the boat came alongside the vessel the alarm was raised and all crew retreated into the citadel from where they controlled the vessel. After around four hours the crew emerged from the citadel. Bridge windows were found shattered due to the firing. All crew members reported safe. The vessel continued her voyage to the port of destination.
(This incident has been amended after receiving further information.)
