DESCRIPTION OF DUTIES

 

Background on Client

 

The Rapid Innovation Fund (RIF) Program is an acquisition program that funds innovative projects to facilitate the rapid insertion of innovative technologies into military systems or programs that meet critical national security needs. The goals of the RIF Program reflect the Department of Defense’s (DoD’s) emphasis on rapid, responsive acquisition and the engagement of small, innovative businesses in providing products that meet defense needs. The DoD RIF Program is managed by the Office of the Secretary of Defense. The naval portion of the RIF Program is managed by the Office of Naval Research (ONR). The RIF Program has an annual cycle of announcements, reviews, contract awards and reporting that is supported by contractor personnel.

 

RESPONSIBILITIES

 

The purpose of this position is to assist the Office of Naval Research (ONR) in executing the Technology Transition Program on-site at the Space and Naval Warfare Systems Command (SPAWAR) in San Diego, CA. Specifically, the incumbent will fulfill two roles: Technology Transition Coordinator (TTC) and Technical Support Specialist (TSS).

 

Technology Transition Coordinator duties: (1) Conduct due diligence prior to technology project selection. Summarize SPAWAR evaluation information, provide an independent assessment of transition likelihood, and complete an Evaluation Summary and Due Diligence Report for each candidate technology project; (2) Review Project Execution Plans (PEPs) prior to technology project inception, ask clarifying questions, and provide recommendations to SPAWAR’s Office of the Chief Technology Officer (CTO) and/or the project manager; (3) Engage with SPAWAR CTO and function as a liaison between ONR 353 and the SPAWAR CTO to recommend actions that the SPAWAR CTO and/or SPAWAR PMs could take to resolve technical, programmatic, or financial issues; (4) Perform at least semi-annual, and usually quarterly, program reviews of technology projects in execution and highlight projects that require ONR 353 attention and recommend actions that ONR 353 could take to remedy project issues; (5) Support the development and implementation of management tools and processes needed to ensure proper program execution; (6) Provide technical, business, and programmatic expertise to assist the Government in the assessment of technology transition proposals; (7) Assist in conducting proposal reviews that provide information that help to ensure the technical quality, programmatic executability, and transition viability of the proposed efforts, and the offeror’s ability to meet program mission requirements; (8) Assist in identifying and characterizing risks associated with the transition project and steps to mitigate the risks; and, (9) Perform other tasks, as required by the SPAWAR CTO, providing administrative support for source selection processes, tracking, and reporting on technology project status.

 

Technical Support Specialist duties: (1) Support the development of management tools and processes needed to ensure proper program execution, including developing and maintaining databases of current and historical information; (2) Identify opportunities to improve the efficiency of business processes; (3) During the RIF offered projects evaluation phase, assist with tracking, documenting, and consolidating critical data to ensure timely completion of evaluation and selection deadlines; (4) During the RIF project execution phase, support the development and implementation of management tools and processes needed to ensure proper monitoring and administration of contracts that develop transitionable technology; (5) Prepare draft procedures and documentation for organization processes including operations, user guides, etc.; and, (6) Provide business and programmatic support to the SPAWAR CTO in maintaining the records of proposal reviews, contract awards, contract modification actions, product reviews, product transitions, and unsuccessful projects.

 

BASIC QUALIFICATIONS

 

(1) A Bachelor’s degree in a technical field from an accredited college or university and three years’ relevant experience with Government technology programs. Degree in mathematics, physics, or engineering or relevant technical discipline is desired, but not required; OR (2) An Associates’ degree from an accredited college or university and six years’ relevant experience with Government technology programs; (3) At least five years’ experience applying analytical and evaluative techniques to identify, consider, and assess technologies for maturity, cost, and supportability; (4) Five years’ documented experience in, and working knowledge of, Government defense program and DoD / Department of the Navy (DoN) structure, as well as knowledge of Government and industry technology transition best practices; (5) Ability to develop and implement methodologies for Business Case Analysis models; (6) Six years’ experience in a combination of program support, Fleet or Force operations, DoN Science and Technology (S&T) organizations, or technology transition into DoN Programs of Record (POR); and, (7) Ability to effectively communicate verbally and in writing.

An ideal candidate will have (1) Experience working with DoD and DoN technology transition venues; (2) Experience working with SPAWAR, Chief of Naval Operations (OPNAV), and Fleet and Force organizations; and, (3) Familiarity and proficiency in the use of commercial software packages such as Microsoft Word, Excel, Outlook, and PowerPoint and Adobe Portable Document Format (pdf).

 

US citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (SECRET). Must have an active SECRET clearance at time of application.
