Description of Duties:
The incumbent shall assist in the identification of requirements to support the acquisition, sustainment and supportability improvements required for continued sustainment and modernization of the weapon system. The status of these new requirements and recommended improvements shall be tracked from the point at which they are first identified to the point where the capability is fielded at customer sites. The incumbent shall support management of the acquisition, modification, and support of all requirements. This support includes the following: generate all supporting documentation, and using the appropriate application software and electronic media for estimating and forecasting acquisition and logistics support requirements. The incumbent shall accomplish studies and analyses when new requirements are identified or when changes to existing support concepts are anticipated. These analyses shall include recommendations to enable the Government to make informed decisions.
Requirements for the Position:
•Active Secret security clearance required.
•6 years acquisition experience in which 5 years shall be in a defense acquisition program.
•Must be proficient with using Microsoft Office applications (Excel, Word, Outlook, and PowerPoint).
•Knowledge of establishing and determining the ability of assigned equipment and subsystems to meet design requirements.
•Experience determining that design requirements are met for the integration of system into a complete operational aeronautical system.
•Knowledge and experience in interpreting operational requirements; determining subsystem interfaces, and analyzing risks and design trade-offs within limitations imposed by cost, performance, production schedules, and supporting requirements.
•Should possess excellent communication skills; verbal and written.
•DAWIA Certification (Defense Acquisition Workforce Improvement Act) a plus.
•US citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility for the required Government clearance (Secret).
•Must be available to travel as required.
•Bachelor’s degree in Business, or other related field, or equivalent combination of education and experience required; Master’s degree preferred.

LB&B Associates Inc. has recently been awarded a contract to perform Contractor Instructional Services for US Navy Navigational Seamanship Ship-Handling Training (NSST) to the US Navy at Naval Station Norfolk VA, Naval Station Mayport FL, Naval Station San Diego CA, Naval Station Everett WA, Naval Station Pearl Harbor HI, US Navy Base Sasebo Japan, and US Navy Base Yokosuka Japan.
On-call Instructor positions are available in Pearl Harbor, HI. Pay is commensurate with experience and certifications. Travel may be required to support training away from home port for short term durations normally not exceeding two weeks maximum. Secret Clearance is required, must currently have or be able to obtain. Candidates living in the areas of Sasebo or Yokosuka Japan are encouraged to apply.
Courses of instruction teach U.S. Navy Surface Warfare Officers and Enlisted Bridge Navigation Watch Standers who are participating in Bridge Resource Management (BRM), Basic Ship Handling (BSH), Surface Warfare Officer Introduction (SWO Intro) and other Courses as required in NSS subject areas. Training provided is a combination of classroom instruction computer instruction and simulator instruction. Candidates must be very computer literate and able to learn quickly.

INSTRUCTOR QUALIFICATIONS AND CERTIFICATIONS
Instructors will be or are certified as instructors consistent to their professional certifications and correlated to the appropriate professional wage scale. Services shall be provided with post Senior Navy/Coast Guard Commanding Officers, Master Mariners, Ships Master, Coast Guard Captain, Unlimited Tonnage Master, Harbor Pilot, or Commercial Ship Captain that can offer a balanced solution to deliver proper training perspective which reflects the professional civilian and military mariners’ operational experience of Navigation and Ship-handling techniques. While military experience is preferred, a diverse approach can deliver the professional civilian and military mariners’ unique perspectives and skill sets to Navigation and Seamanship that is vital to provide the Naval Officer a comprehensive and thorough understanding of ship-handling characteristics as well as the interaction of vessels in complex and high density maritime environments.
Instructor Qualifications:
Minimum Requirements for personnel providing instruction and assessment in Bridge Resource Management, Basic Ship-Handling, Special Evolutions NSS subject areas using Navigation, Seamanship and Ship-handling (NSS) bridge simulators must include:
a. Former Senior Navy Surface Ship Commanding Officer, Master Mariners, Ships Master, Coast Guard Captain, Unlimited Tonnage Master, Harbor Pilot, or Commercial Ship Captain with at least 3 years in Command, at sea service, OR U.S. Coast Guard (USCG) licensed as a Master, Any Gross Tons, Oceans, with 3 years at sea experience, as a ships Master; AND
b. Have received appropriate guidance in instructional techniques and competency assessment methods and practice involving the use of simulators AND possess at least 2 years experience in conducting training and assessment using a full mission or part task bridge simulator; OR
c. Completed a USCG accepted Train the Trainer program based upon IMO Model Course 6.09 Training Course for Instructors (training can be completed if all other criteria is met); AND
d. Demonstrated expert level knowledge and understanding of NSS subject areas outlined, NSS TRD, current version of the Surface Ship Navigation Department Organization and Regulations Manual (NAVDORM), standard Navy conning commands, maritime education and training best practices, U.S. Navy Surface Ship particulars and maneuvering characteristics for all ship classes.
Candidates must be able to pass a drug alcohol screening and criminal background check.
