I.M. Systems Group (www.imsg.com), a contractor to the National Oceanic and Atmospheric Administration in Silver Spring, MD, seeks an individual to serve as a full time Communications and Policy Specialist to coordinate and promote the Marine Debris Program’s activities.  This individual will work with the National Oceanic and Atmospheric Administration’s (NOAA) Office of Response and Restoration’s (ORR – http://response.restoration.noaa.gov/) Marine Debris Division (MDD – http://marinedebris.noaa.gov/).  The position will be located at the ORR headquarters in Silver Spring, Maryland.

The candidate will serve as a Communications and Policy Specialist for marine debris-related matters, supporting activities under the NOAA Marine Debris Division.  This position will establish and coordinate a proactive communications strategy that builds awareness of the Marine Debris Program’s core capabilities and projects. Duties will also focus on program coordination and development through media relations, outreach materials, developing web based content and providing updates to social media.  Domestic travel may be required.

 

Job Duties:

  • Build and maintain relationships and effective communications within NOAA and with other government agencies, private groups and not-for-profit organizations to leverage information and identify opportunities for collaboration.
  • Provide clear, concise, and timely responses to information requested from NOAA, the Administration, Congress and external partners.
  • Serve as the Executive Secretariat for the Interagency Marine Debris Coordinating Committee including planning and coordinating all aspects of the meeting and leading the development of the Biennial Report to Congress.
  • Assist with and support legislative briefings and Congressional engagement, and develop and implement the office legislative strategy.
  • Develop and coordinate responses for controlled correspondences including those from Congress
  • Engage NOS and NOAA leadership and invite members of Congress to marine debris related events.
  • Lead social media efforts and coordinate messaging with communications team and across NOAA.
  • Maintain division intranet site.
  • Fulfill timely communications-related requests from the Marine Debris Division Chief.
  • Present information about the Marine Debris Division at conferences and meetings, and outreach events as needed.
  • Work with field staff to identify and support local communications and needs.
  • Synthesize information, write, and copy-edit materials for products including reports, website, and social media platforms.
  • Develop and disseminate print and online outreach materials such as brochures, fact sheets, reports, project summaries and news stories.
  • Prepare briefing packets and press releases as needed.

 

Qualifications:

  • Master’s degree or Bachelor’s degree with several years experience in a communications/outreach capacity.  Legislative experience preferred.
  • Excellent written and oral communications skills.
  • Experience translating scientific information for public consumption and copy editing documents.
  • Ability to work collaboratively with a wide range of individuals and within teams.
  • Ability to work on multiple projects, be responsive to deadlines, and shift priorities as needed.

Three robbers in a small unlit wooden boat approached an anchored product tanker at high speed. As the boat tried to come alongside, the alert duty crew raised the alarm, sounded the ship’s whistle and started the fire pump to activate the fire hoses. Seeing the alerted crew and the razor wire hardening the persons aborted the attack and moved away. Port control informed.

 

149-16   12.09.2016: 0645 LT: Posn: 04:45.4S – 011:50.1E, Pointe Noire Inner Anchorage, The Congo.

Robbers boarded an anchored offshore supply ship and escaped with the rescue boat outboard motor. The theft was discovered by the duty bosun during routine rounds and reported to the bridge. Alarm raised and a search was carried out. It was reported that footprints were found around the rescue boat area and the forecastle deck.

 

148-16   14.10.2016: 0245 LT: Posn: Callao Anchorage, Peru.

Four robbers wearing face masks in a small boat approached and came alongside an anchored general cargo ship. Alert crew noticed the robbers, raised the alarm and activated the pressurized fire hoses resulting in the robbers aborting the attempted attack and moving away.

 

147-16   16.09.2016: 0250 LT: Posn: 03:52N – 005:20E, Around 44nm SW of Bayelsa, Nigeria.

While enroute from Port Harcourt to Lagos, 12 pirates armed with guns approached a chemical tanker. One pirate boarded the vessel and heaved up two aluminum ladders to assist the others to board. Seeing movement on the deck the 2/O raised the alarm, made an announcement on the PA and all non-essential crew members mustered in a safe room. Master activated the SSAS, sent distress message and informed the armed Naval guard onboard. As the pirate boat tried to come alongside and make fast to the tanker, the Master and the Naval Commander onboard decided to fire warning shots. The pirates returned fire. After an exchange of fire for 30 minutes the pirates aborted and moved away. At daybreak a search was carried out and no pirates were found onboard. The superstructure and deck of the vessel sustained some damage due to the firing. No injuries to the crew or the naval guards reported.
