Go out to dinner in the Waukegan-Gurnee area (pronounced gur-NEE for you non-natives) any Friday and you'll see fresh-faced sailors enjoying a celebratory meal with their families. Every Friday is graduation day at Great Lakes.

Distributed learning Observer Controller-Trainer for the Army National Guard's Battle Command Training Center (BCTC) Battle Staff Training Teams (BSTT) located at Leavenworth, Kansas. Shall coordinate the planning, development of curriculum, integration, and operations of Distributed Learning (DL) in support of BCTC-Leavenworth training programs. The contractor shall work with NGB ART-C and ART-DL to aid in the development of DL courses to include TOC Operations, Army Battle Command Systems (ABCS), and the MDMP.
Qualifications

9.) Electronic Warfare Systems Engineers, NAVAIR Weapons Division, Oxnard, CA
The Airborne Electronic Attack (AEA) Integrated Product Team (IPT) is a Naval Air Warfare Center Weapons Division government and contract team consisting of over 230 personnel stationed at Point Mugu. The team provides complete Electronic Attack (EA) and Electronic Surveillance (ES) JMPS Mission Planning development support for EA-6B, EA-18G, E-2C and MH-60R, plus future naval platforms such as JSF, P-8A and BAMS. The team serves as the EA-6B Prowler Weapon System Support Activity, producing Operational Flight Programs and conducting systems engineering and integration of avionics and weapon system upgrades. The team supports EA-18G Growler System Development and Demonstration and has completed development of the EA Systems Integration Laboratory and has started providing complete AEA life cycle support. The team also provides jamming techniques optimization and world emitter databases to enable naval airborne EA and ES implementation around the world.
Skills & Abilities:
a. EA/ES Systems of Systems mission analyses and Concept of Operations, DoD Architecture Framework, EW Network Centric Operations
b. Applying technical theories and concepts in the EA/ES fields
c. Analyzing and defining avionics and system level requirements, performing system design, evaluating test plans for laboratory, field, and environmental testing and supporting system integration and test; and analyzing the resulting data.
d. Modeling and simulation of EA / ES systems effectiveness
e. Developing technical and cost proposals, development of military equipment specifications, and utilizing standards for technical drawings and documentation.
f. Applying processes and standards, including the NAVAIR Systems Engineering Guide, NAVAIR Design Review Guide, Capability Maturity Model Integration (CMMI), DoD Joint Capabilities Integration and Development System (JCIDS), Joint Test and Evaluation Methodologies, DoD Architecture Framework, and the DoD Acquisition System (DoD Instruction 5000)
g. Able to represent the Systems Engineering organization and interface with senior-level leaders, external customers, fleet users, analysts and contractors, including presenting project technical status, identifying technical issues, and supporting the resolution of complex technical issues.
h. Supporting Earned Value Management Systems and Lean Six Sigma
i. Leading software and hardware development teams
Duties:
a. Engineering: The AEA Systems Engineer:
i. Defines requirements; designs and develops system architecture; performs system analysis
ii. Performs operational effectiveness analysis of EA/ES systems and detailed analysis of complex signal and data processing sub-systems
iii. Characterizes system performance; conducts integration and test of initial and updated system builds; supports installation, Integrated Test and Evaluation (IT&E) and fleet introduction.
iv. Analyzes operational requirements, develops specifications for new equipment to meet those requirements, and supports laboratory development to fulfill those requirements.
v. Identifies and specifies functional flows and performance characteristics of logical, physical, data and control interfaces among system components to facilitate system integration and ensure consistency and compatibility among subsystems.
b. Programmatic: The AEA Systems Engineer:
i. Plans and coordinates system engineering activities with AEA IPT aircraft Block Upgrade Leads, Laboratory Manager and Chief Engineer; directs build/purchase/subcontract analyses; ensures implementation of systems engineering plans as part of the overall program plan
ii. Coordinates system engineering plans and designs with respective NAVAIR system safety, Reliability and Maintainability, and E3 representatives
iii. Develops system engineering, cost, schedule, and feasibility assessments in support of proposal development for strategic opportunities (i.e., new business, Science & Technology, Small Business Innovative Research, etc.)
iv. Coordinates the Verification, Validation and Accreditation of EA/ES models and simulations
c. Leadership: The AEA Systems Engineer:
i. Establishes and maintains a Continuous Risk Management program. Conducts technical risk assessments by identifying and evaluating major system cost drivers and cost impacts of system architecture alternatives. Establishes cost of key performance requirements and determines and/or negotiates cost/performance tradeoffs to ensure maximum cost effectiveness and optimum system design.
ii. Supports AEA IPT process improvement efforts by providing instruction and guidance to support the development of effective systems engineering skills and the effective application of established processes and procedures.
Ability to obtain/maintain U.S. Department of Defense (DoD) Top Secret security clearance.
Education Requirements:
a. Bachelors Degree in a technical or scientific field from an accredited college or university and a minimum of six (6) years of EW work experience; or
b. Masters Degree and four (4) years of EW work experience; or
c. Ph.D. with two (2) years of EW work experience.
d. DAWIA Level III certification in Systems Planning, Research, Development and Engineering*Systems Engineering.
e. Candidate must be highly motivated, a self-starter, and be able to work on multiple product teams.
f. Effective verbal and written communication skills are a must. Position will require occasional travel.
