DESCRIPTION OF DUTIES
The selected lead cost estimator will independently develop, maintain, and update cost estimates for client projects/programs including the following duties:
· Align Work Breakdown Structure (WBS) elements with product based work scope
· Use a variety of cost and analysis tools/software such as ACE-IT, SEER-SEM, PRICE, and @Risk
· Apply data from basic research data and published databases such as USCM and document the estimates
· Assess risks using simulation based techniques to ascertain confidence levels for cost and schedule
· Develop, document with sound basis of estimates, maintain, and update cost estimates such as Independent Cost Estimates (ICEs), Independent Cost Analyses (ICAs), Sufficiency Reviews (SRs), Cost Excursions, and Rough Order of Magnitude (ROM) forecasts
· Establish will cost positions and objective Should Cost Estimate goals
· Develop or support with program office direction responses to cost excursions and “what-if” requests
· Identify and record data/information required by the cost estimating software involved, as required
· Analyze Program Contractor cost estimates to ensure consistency with Government cost estimating procedures
· Analyze the Program Contractor’s basis of estimate, earned value performance data, risks and crosscheck major WBS elements/ cost drivers and the Sufficiency Review Checklist, including the record keeping of analysis results
· Gather, assess and record cost, technical and programmatic data in support of cost-related research studies
· Publish the study via research paper or a cost model enabling estimators to apply resulting factors, observations, CERs or assessments in cost estimates
· CARD Preparation for program office
· Research may also include investigating major issues such as cost growth in the space launch vehicles, historical cost and trends for the organization, and overhead rate changes due to business base fluctuations
BASIC QUALIFICATIONS
· Bachelor’s Degree in Business, Economics, Engineering, Science, Mathematics/Operations research. An equivalent combination of education and experience may be considered
· 10+ years of cost estimating, budgeting, cost analysis and operations research on major acquisition programs involving military equipment.
· Excellent communication skills with the ability to develop and write technical memos that will effectively communicate the results of evaluations and analysis
· MS-Windows and MS-Office applications expertise required
· US Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (Top Secret). Must have an active Top Secret clearance with SCI eligibility.
PREFERRED QUALIFICATIONS
· ICEAA certification
· Experience with MS-Excel, @Risk simulations, PRICE TruePlanning, SEER Suite, ACEIT, and other Cost Estimating Tools.

DESCRIPTION OF DUTIES
· Provide operational insight and expertise in support of the AoA and be responsible to liaise across all AoA working groups to collect AoA requirements and findings, represent and coordinate equities for stakeholders. The Contractor shall:
· Provide subject matter expertise to other Working Groups as required to determine capability gaps, assess risk, and identify most efficient solutions. This will include supporting the Project Coordinator’s efforts to determine the most efficient team structure, build interdependent schedules, track required efforts, report status, and recommend alternative approaches to government as required. This will also include supporting risk assessments, threat assessments, operational effectiveness efforts, and comparing alternative solutions.
· Facilitate and monitor the efforts of working groups as assigned by Government Lead and Project Coordinator developing reports, briefings, etc. as required and directed. The Contractor shall maintain familiarity with related operational documents and support the development of others as required.
BASIC QUALIFICATION
· Seven (7) years experience in BMC2 operations, particularly Surveillance, Identification and C2 related to air and ground based radars/sensors (the subject area of analysis)
· Two (2) years experience in internal and cross-service staffing of activities, processes and policy
· Two (2) years experience with JCIDS, specifically dealing with the Functional Capabilities Board (FCB) and Joint Requirements Oversight Council (JROC) activities and processes within the past three (3) years
· Master’s degree in analytical, technical or management business administration
· TS/SCI clearance is required for this position
